Wallsburg — Council members spent a lengthy portion of the March 20 meeting discussing requests from properties outside town limits seeking to connect to Wallsburg’s water system and how the town should respond.
Members reviewed historical restrictions and moratoria that previously limited hookups, described the state processes that may require letters or a ‘‘start card’’ from the state engineer for trade or transfer of water rights, and emphasized the town must not promise connections without appropriate documentation. The council discussed alternatives such as requiring an impact or hookup fee that would be dedicated to the water system, or asking applicants to trade or purchase water rights and provide state approval before the town proceeds.
Council agreed to invite representatives from nearby irrigation and ditch companies (including North Ditch and Main Creek) to the April work meeting so members can better understand company bylaws, boundary maps and potential constraints. The council also scheduled a public comment period and discussed a public hearing for May to give residents a chance to weigh in before the town takes further administrative or policy steps.
