Castle Valley committee agrees to restore and split 2020 ingress/egress priority into discrete 2025 mitigation projects

Committee members said the 2020 item was removed previously because it bundled too many tasks into one entry and felt unachievable. "If we don't have to complete it, I guess we might as well have it back," one member said, and others argued the project should be split into smaller, achievable projects. Members proposed adding separate 'boxes' in the plan for Greengate Road, Shafer Road and the Castle Creek culvert, with timeframes, funding sources and a named lead jurisdiction or department for each.
Why it matters: FEMA’s Plan Review Tool expects each identified hazard to be associated with a mitigation action. The committee resolved to ensure evacuation and access routes (which address fire and flooding hazards) are explicitly tied to mitigation actions to satisfy element C of the PRT. Members emphasized that improving evacuation routes and maintaining egress/ingress is both a mitigation and community-priority measure.
Discussion and next steps: The committee asked staff to create new project boxes with fields for lead jurisdiction, estimated timeframe and funding details and circulate them by email so members could contribute specifics. Pauline (staff) was asked to complete final formatting and page-numbering so the PRT can be properly cited. The group set a tentative in-person check on Nov. 12, 2025, to finalize entries and prepare the PRT for submission.
