Council members were told a purchasing policy (last updated around 2001) is under revision to modernize dollar thresholds and ensure references align with current state statutes. Staff said changes will primarily affect procurement for vehicles and capital purchases and that draft updates will be circulated to council in coming weeks.
Planning staff previewed a public hearing and ordinance on the updated land code. The changes highlighted in the meeting were primarily a private-development (PUD) plan requirement with a management plan and updated parking language (for example, clarifying when additional parking is required for developments of 10 or more units). Staff said planning commissioners reviewed the updates and no public speakers appeared at their hearing.
Other business previewed for coming weeks included an addendum to a development incentive agreement and solicitation for garbage services, both of which staff said will be subject to committee review and later council approval. A criminal prosecution contract was also flagged for Feb–Mar review and council consideration.
