EUREKA — The Eureka City Council voted unanimously on Nov. 17, 2025, to formalize a gravel path as the official alignment of Jarvis Street, vacating the older right-of-way that runs between a homeowner's house and garage.
Council staff opened a public hearing and said the planning commission recommended the exchange. Presenter (identified in the transcript as S3) told the council that petitioners included Nick Castleton and Paulette Carpenter and requested that the gravel route currently used as a road be made the official Jarvis Street alignment.
Resident and property owner (S5), one of the people directly affected by the change, described the history on the ground. S5 said the route has functioned as the road for 20 to 30 years after a garage was built and that formalizing the current alignment would remove a potential sales deterrent if the house and garage remained split by a public right-of-way. "We decided we better get this done legally," S5 said.
Council members and participants asked staff to confirm whether vacating the older right-of-way would affect city access to utilities. Staff (S1) and others present said sewer and water lines do not run along the section proposed for vacation, though electrical service is present nearby. A council participant asked staff to pull GIS layers to verify utility locations.
After the brief discussion and public testimony, the facilitator asked for a vote. Three participants answered "Aye," and the facilitator declared the vote unanimous, indicating approval of the exchange. The minutes did not record a named mover or seconder in the transcript.
