Payroll ACH limit: Council moved and unanimously approved increasing the ACH agreement threshold with America First Credit Union to provide an automated check on unusually large payroll transactions; council described this as a check-and-balance to reduce surprise spikes in payroll.
Rocky Mountain Power franchise: Council noted an electric utility franchise and general utility easement ordinance had been approved at a previous meeting, an attorney had reviewed it, and signatures remain to be collected after this meeting.
Film permit: Staff reviewed an application from Bueller Productions but found the submission incomplete (no attachments); no permit was issued and staff indicated the permit should not be issued until a complete application is provided.
