City staff said six bids were received, with two below the engineer's estimate (about $425,000). The council moved to approve the notice of award for the low bidder and then approved an agreement with Allred Construction for $378,706 to complete the work according to the city's design and specifications. Motions to award and to approve the agreement were both moved and seconded; the chair announced the motions carried by voice vote.
