A USARA representative told council the event is intended as a community festival and an experiential awareness effort about homelessness, with live music, tables, canopies and the option for participants to pitch tents or confine camping to a parking lot if necessary. Organizers said about 50 people participated during this year's pilot event and that law enforcement and EMTs attended at times.
Council discussed logistics including street closure permit process, police coordination and use of jersey barriers or other traffic controls. Council Member Willis moved to approve the event; Council Member Chrisman seconded. The motion was approved by voice vote and the chair said "Motion carries."
What happens next: organizers will work with public works and the police department to secure the required street‑closure permit and coordinate safety plans ahead of the Jan. 30 event.
