House committee logs three bill introductions on apprenticeship, concussion forms and parental consent

Travis Soller of the Kansas Chiropractic Association introduced 2026RS2982, a bill to amend the School Sports Head Injury Act so that doctors of chiropractic with additional training may sign return-to-play forms. The chair entered that bill after the committee heard the introduction.
Representative Russ introduced 26RS2872, a bill to expand parental consent rules for minors' medical care beyond school clinics to other clinics across Kansas; he said the measure builds on a prior, more limited bill. The committee entered that bill as well.
All three bills were recorded as entered; the committee took no votes or further action on these items during the session. Committee members proceeded to a presentation by Southeast Kansas Mental Health Center.
