Planner Royce reported that the applicant addressed Architectural Review Committee requests by adding an L‑shaped pedestrian connection that links the store entrance north to an internal sidewalk and east to the public sidewalk on 3000 West. Staff indicated the revised elevations and materials align with the subdivision’s design pattern book, and that staff comments had been resolved.
Applicant Joe Pianenza confirmed the convenience store operator is 7‑Eleven and that the fuel brand will be Phillips 66. Commissioners asked about monument sign heights and access; staff said monument signs would have to meet code and that any proposed sign would require separate building permits. The site’s access on 3000 West is right‑out only at one approach, with internal circulation options for left turns via internal roads.
Commissioner Baker moved to approve Elliot Smith’s revised commercial site plan for the 1.24‑acre site in the GC zone; a second was recorded and the commission approved the motion by voice vote.
Staff noted sign permits and any separate sign proposals will be reviewed under the city’s sign code and building permit process.
