The Syracuse Planning Commission on Dec. 16 approved a site plan and a conditional‑use permit to convert an existing home‑based preschool into a commercial preschool at roughly 2397 South 500 West.
Planner Royce told commissioners the applicant completed much of the required work on the site during reviews: a semicircular driveway and additional parking, bicycle parking, detention, and a six‑foot buffer fence. Royce said the improvements meet city code and recommended approval. The commission opened a public hearing and Russell Thorson, who lives across the street in Clearfield, urged additional safety measures because he has observed vehicle backups during drop‑offs.
Applicant Monica Galey said construction‑related disruptions had temporarily changed drop‑off patterns; she described the site as fenced, with a sidewalk leading children directly into the building, and said two staff members supervise arrival and departure. Galey said the preschool staggers arrival times and currently operates a single class of about 10 children; she said the planned expansion would add a second classroom and that state licensing and the fire marshal would regulate capacity and safety standards.
Commissioners asked whether the commission should limit enrollment as a condition. Several members noted that licensing and the fire marshal govern childcare capacity and that the commission’s code focuses on parking (per‑teacher parking calculations), buffering and site‑plan elements. Commissioner Garner moved to approve the site plan and later moved to approve the conditional‑use permit for educational services; both motions were seconded and carried by voice votes.
The commission did not adopt an explicit numerical enrollment cap; staff and members said any future expansion that changed building size, parking or operations would require additional site‑plan review and compliance with state licensing and fire‑marshal requirements.
The approvals allow the applicant to proceed with the commercial preschool use, subject to obtaining any required state childcare licenses and permits and to meeting the city’s parking and building codes going forward.
