GUTHRIE, Okla. — The Guthrie Public Library Advisory Board began a detailed review of circulation and patron-behavior policy at its Jan. 21 meeting, with Director Cameron proposing a rewrite to increase access and align written rules with front-desk practice.
Cameron told the board she wants to simplify card types by creating a single "primary" card that would cover residents, employees and students who qualify through Logan County residency or enrollment. "So instead of having a separate card for students...we can add that to the resident card," she said, noting Libby/OverDrive restrictions on out-of-state electronic access as a driver of some changes.
Cameron said staff frequently encounter patrons without standard photo IDs and recommended keeping a practical procedure for those cases: "We have the postcards at the front desk...when they get it in the mail, that's their proof," she said, describing the existing postcard/mail verification practice that delays issuance until the postcard arrives but enables access for patrons without conventional documentation.
The director also proposed removing detailed procedural checklists from policy and moving them to staff procedures so employees have flexibility while following consistent practices. "Policy is what we're talking about now...the exact manner is governed by procedure," she said, explaining the distinction.
On patron behavior, Cameron said she will produce a short explanatory pamphlet and a concise list of prohibited behaviors to make expectations clear and to help staff de-escalate incidents. She described the most common enforcement issue at the Guthrie branch as loud cell-phone speaker calls and recommended directing callers to the lobby.
The board discussed institutional cards and technical limits in the integrated library system (iLS). Cameron said current "institutional" accounts in the system function as teacher accounts tied to Guthrie Public Schools and that she will investigate whether the software supports organization-level cardholders with a contact name.
Board members asked for a redline version of the proposed policy and an executive summary before the next meeting. Cameron said she aims to finalize a draft and bring the policy to city council for review before the annual report deadline, with an informal timeline of "early May." No formal policy vote occurred at the Jan. 21 meeting.
Next steps: Cameron will circulate a redlined draft and executive summary; the board will review proposed changes at the March meeting and return recommendations before the policy is submitted to city staff and the city attorney for legal review.
