Staff explained that the intent of the policy is to ensure written comments are available to council members and that submitted materials will be added to the meeting minutes and packet. The commission approved the planning-commission resolution on the master plan and also confirmed that previously submitted written material received for this meeting will be included in the minutes.
The newly adopted rule formalizes an administrative process for accepting and distributing written public comment ahead of council meetings and clarifies that distribution does not constitute in‑person testimony at a meeting.
