City Council confirms Nicole Baird Spencer as community development director and deputy city administrator

City staff and council confirmed Nicole Baird Spencer as Moscow’s community development director and deputy city administrator after a nationwide recruitment and multi-stage interview process.
Bill, speaking for city staff, said the search produced 21 applicants narrowed to three finalists and that the interview process included panels of staff, community members and elected officials. Bill said Mayor Lewis selected Spencer, citing more than 25 years of community planning, project administration and capital planning experience and degrees in political science and a master’s in city and regional planning from The Ohio State University. Bill told council Spencer would begin duties Feb. 16, 2026.
Spencer thanked the council, said she and her husband plan to relocate to Moscow, and described her eagerness to work with staff and the community. “I did a deep dive when I started looking at this position…no stone was left unturned,” Spencer said, and added she was impressed by city staff and the community.
Council members praised the candidate and the search process. A motion to confirm Spencer passed by roll call.
Spencer’s appointment positions the city to begin an update to its comprehensive plan and to continue capital planning work; staff said they would provide routine onboarding and project updates after she starts.
