Board approves two boundary adjustments, final GMP for Inglemore Phase 1; finds superintendent in compliance

Boundary adjustments: Dr. Justin Irish described the two proposals as minor, transportation-driven changes intended to take effect in the 2026-27 school year and stressed they involve new construction "and would not impact any current student enrollment." Board members asked clarifying questions about feeder patterns and unit types; Director Tran cautioned that new housing does not automatically resolve district funding shortfalls, saying, "Public education overall, and North Shore is no exception, is underfunded." The board moved and passed both boundary adjustments.
Inglemore GMP amendment: The board authorized a final GMP amendment with B and B Builders, Inc., for Inglemore High School Phase 1, part of the district's 2022 capital bond. Dr. Irish said the amendment "establishes the final contract value based on completed construction documents and finalized subcontractor bids in accordance with RCW 39.10," and that approving the amendment will permit the project to move into full construction. The motion passed.
Superintendent monitoring votes: The board reviewed monitoring reports and voted to find the superintendent in compliance with parameter P-1 (general executive constraint) which Dr. Irish certified as of Aug. 11, 2025, and parameter P-2 (emergency superintendent succession). In P-2 documentation, Dr. Irish designated WDE superintendent Joel Ann Berg Bergey and, as an alternate, Chief Academic Officer Dr. Obadiah Dunham to act under board direction if needed.
Next steps: The GMP amendment enables Inglemore Phase 1 to proceed to construction; staff will continue follow-up on boundary-implementation details and any operational impacts when development occupancy occurs.
