Tenino council approves change orders, joins Energize Thurston ILA and authorizes EV-charger work; clerk-related account change also approved

The Tenino City Council on Feb. 11 approved a package of routine and project-specific items, including several construction change orders, an interlocal energy agreement, event hosting funds, and personnel-related financial housekeeping.
Consent and change orders: The council approved the consent calendar covering payroll EFTs of $103,898.60 and claims checks totaling $384,492.26, for a grand total of $488,391.26. Staff presented multiple change orders related to ongoing public-works contracts: a net credit of about $22,000 on the Jay A. Morris catchall contract after applying deductions, a small tax-rate adjustment and additional time for Elite Mechanical (change order 3), and a similar small tax-rate/timing adjustment for Traverse Electric (change order 5). Each change order was moved, seconded and approved without recorded roll-call tallies.
Regional energy purchase: The council approved an interlocal agreement with Thurston County and neighboring cities to participate in the 2025 "Energize Thurston" heat-pump group purchase campaign. Meeting backup showed the program budget and a partner cost-share; Tenino is listed as exempt from the cost-share requirement in the agreement.
Arts Walk and EV charging: Council approved an agreement for Tenino to host the Arts Walk District event in June 2025; the Washington State Arts Commission will provide $2,500 to the city to help stage the event. Separately, the council authorized engineering services for AG Park building improvements to add an EV charger using surplus grant funds from a recent low bid on a related project.
Clerical and ordinance actions: The council approved removal of clerk-treasurer Jen Sharber from Timberland bank accounts and added Veronica Barnes as a signer effective Feb. 15, 2025. The council also adopted Ordinance 935, amending municipal code section 2.68.0.02(d) to allow civil-service qualification boundaries to be defined by the school district rather than strictly within city limits.
Next steps: Most items carried unanimous or unchallenged votes; staff will carry out the account-signing changes immediately, proceed with engineering work under the EV-charger grant authorization, and return with typical contract administration documentation for the change orders.
