Tenino council signs off on updated Old Highway 99 cost estimate, plans extra paving with surplus

Staff told the council that the original planning estimate was roughly $506,000 but that the bid for work on Old 99 arrived much lower—staff cited figures in the $323,000 to $386,000 range. The net effect, the presiding official said, is about $182,000 in surplus funds that can be used to extend paving under a modification to the original contract.
The council voted to accept the initial contract and directed staff to amend it to add scope equal to the surplus. "It came in at $386,000," the presiding official said during the work session, explaining the mechanics of approving the original bid and then modifying it to include additional work.
Council members pressed staff for clarity about timing and contractor readiness; staff said a pre-construction meeting is scheduled and that crews expect to begin soon once the paperwork is complete. One council member moved to table the award letter for the overlay expansion until final numbers could be confirmed; the council later authorized the cost-estimate update and the contract-signing step at the regular meeting.
The vote to authorize signing the updated cost estimate passed by voice vote. The council did not vote on the subsequent contract amendment at the June 10 meeting; staff said the amendment will follow after the original contract acceptance and any needed administrative steps.
