Council holds first readings of Duke Energy franchise ordinances; discusses scooter safety and appointments

Council read two ordinances for first reading that would grant 10‑year, nonexclusive franchises to Duke Energy Kentucky for electric and natural‑gas transmission, distribution and use of public rights of way. Staff explained the ordinance framework allows a 0–5% franchise fee and noted council previously set a 2% fee for funding the street program; the ordinance readings were entered as first readings and proceeded without substantive debate.

Council also approved municipal orders reappointing members to the city’s boards and commissions, and approved a municipal order designating a council representative to the regional Ohio‑Kentucky‑Indiana Council of Governments. Motions on appointments and orders carried on voice votes recorded as 'Aye.'

Separately, council resumed a months‑long discussion about electric scooters and related safety rules. Members raised concerns about helmet use for minors, two‑up riders and heavier, faster e‑bikes operating on sidewalks and streets. Staff said the city has drafted ordinance language and will finalize a licensing/ordinance proposal for the law/ licensing committee to review before spring.
