The Spokane Valley City Council took several formal votes on Nov. 18, 2025.
Property taxes: The council approved Ordinance 25‑016 during its second reading to levy regular property taxes for 2026. Finance Director Chelsea Walls said the proposed levy is about $14.3 million, based on preliminary assessed values of about $18.2 billion and produces an estimated rate of roughly $0.79 per $1,000 of assessed value. The ordinance does not elect to use the 1% statutory increase but includes estimated new construction value.
TPA Opportunity Fund: The council authorized that approximately $170,000 of 2026 TPA (hotel‑motel) revenue be placed into an Opportunity Fund to support destination venues and events, with administrative review and award authority granted to the Spokane Valley TPA Hotel Commission. Tourism and marketing manager Leslie Brasfield said the motion is supported by the commission and staff.
Procedure and other motions: The agenda was approved at the start of the meeting. Council later approved a motion to extend the meeting past 9 p.m. and ultimately moved to adjourn at the end of the agenda.
