The Woodinville City Council unanimously approved a professional services agreement with KBA Inc. for construction management on the 133rd Avenue NE grid road and roundabout project.
Staff explained that the project requires continuous on-site construction management because of the scope and complexity: pedestrian tunnel construction, right-of-way negotiations, utility relocations and traffic-control management. The construction management consultant will provide constructability review, field inspection, quality control, risk management and community outreach, with a recommended fee of $1,346,422.
Staff said that the fee (about 10–15% of typical construction-management ranges) is within the approved project budget and that KBA had prior experience on the city's Sammamish trestle replacement project. Council members stressed the importance of robust community engagement and communication with nearby businesses.
A motion to approve the agreement was moved and seconded; the council voted "Aye" and the motion carried unanimously.
Next steps: the city manager is authorized to execute the agreement and KBA will mobilize to prepare for construction-phase oversight as the project moves toward bid issuance and a planned summer start for construction.
