The Woodinville City Council approved a construction contract for the 2025 residential pavement overlay project (Project ST25011) on April 15, awarding the work to Lakeside Industries, Inc. of Monroe, Washington for $1,074,171 and authorizing a $125,000 contingency.
Public Works presenter Mister Souza said the city’s 2024 pavement condition analysis (part of a six-year preservation cycle) identified roughly nine residential segments for overlay and that staff intentionally went to bid early to capture more favorable contractor availability. Souza reported six bids were received: the low bid came from Lakeside Industries at about $1,070,000; the bid range ran roughly $1.0 million to $1.6 million. He noted the low bid was about 60% below the engineer’s conservative estimate, which staff attributed to timing and market conditions.
Souza emphasized that the 2025 project is a maintenance overlay—"not adding sidewalks, not fixing drainage"—and that the city coordinated with utility and state agencies when choosing corridors to avoid conflicts with other planned work. Construction is expected to take roughly 40 working days, with schedule planning aimed at June–August to minimize impacts to schools.
Council moved and approved the contract award by voice vote. The staff presentation also noted the biennial overlay budget of approximately $4.67 million for 2025–2026 and estimated that early bidding could free up funds to expand future scope if desired.
Next steps: staff will finalize contracting, hold a preconstruction meeting with the contractor, distribute neighborhood mailers and door hangers, and post project maps and schedule to the city project web page prior to construction.
