The Woodinville City Council on June 3 approved a professional services agreement with Form Placemaking, not to exceed $68,500, to support implementation of inclusionary zoning and to help develop the East Rail mixed-use (EMU) zone.
Staff described the scope as an economic-impact analysis of various inclusionary zoning approaches, facilitation of community and stakeholder discussions, and assistance drafting code amendments for future council consideration. The contract term is through March 31, 2026, though staff said parts of the work could be completed sooner.
Councilmembers asked that the consultant reach out to practitioners and organizations experienced in delivering affordable housing and to surface real-world cases showing how different policy choices affect feasibility. Councilmember Evans warned that "even with donated land, 50% AMI is really tough to achieve," urging that the study include on-the-ground developers and experienced practitioners. Staff confirmed outreach to developers and potential public funding options were within scope.
A motion to approve the agreement and authorize the city manager to implement it was moved, seconded and carried. Councilmembers said they want rapid, practical results that inform whether the temporary interim inclusionary ordinance will need extension or modification.
