Bothell staff outlines new community partnership policy; no council action tonight

Gabby Kuna, the citys diversity, equity and inclusion (DEI) coordinator, briefed the council on Jan. 20 about a proposed community partnership policy intended to formalize how city departments partner with local organizations.
Kuna said the policy "starts by outlining staff roles and responsibilities" and is intended as a descriptive framework to formalize relationships the city has already developed, not to authorize new programming tonight. The policy identifies four types of partnerships: participation (city staff participation in events), promotion (sharing events on city channels), co-planning (staff collaborating with partners to organize events) and funding (programmatic budgets, fee waivers or small material contributions).
Kuna cited Indigenous Peoples' Day, produced with Cascadia College, as an example of multi-year co-planning, and said the city will support departments in creating partnership prioritization systems, expand outreach so community organizations know how to propose partnerships, and explore funding options or community grant programs during future budget cycles.
Council members sought clarifications about overlap with the city's sponsorship program, asked that the draft policy be circulated, and suggested consideration of partnership needs during the biennial budget and at an upcoming council retreat. Kuna said sponsorships are treated as incoming funds to the city and the partnership policy is focused on when the city provides funds or other supports out to community partners.
No council action was requested or taken; staff said they will provide the policy document to council and continue outreach and internal alignment work.
