Debate in Westborough over proposed stormwater fee: proponents cite infrastructure needs, opponents object to new billing

A warrant petition (Article 42) asked town meeting to repeal a proposed stormwater fee. The proponent argued the town does not need a separate stormwater bill and called for DPW to place specific funding articles on the warrant instead.
Select Board members and DPW supporters explained the proposed stormwater fee is intended to spread costs based on impervious area (roof, driveway and paved footprint) so that commercial and industrial parcels that generate much of the runoff contribute proportionately. "When you look at the numbers on this tax, over half the burden is placed on the industrial and commercial aspects of town and less than 50% is placed on the homeowners," one board member said while describing the rate methodology.
Supporters said a dedicated stormwater fund would allow multi‑year planning and quicker execution of large projects such as culvert cleanouts and flood mitigation; opponents said imposing a recurring fee is unpopular and preferred annual warrant articles for needed DPW projects. Select Board members cautioned that the fee is a policy choice designed to unlock state and federal grant opportunities and to avoid ad hoc, reactive spending.
No formal action was taken at the meeting; the petition will appear on the town meeting warrant for voters to decide.
