Woodinville council holds closed session on potential litigation; no formal action taken

The Woodinville City Council convened a special session on Aug. 26, 2025, to hold an executive session to consult with legal counsel about agency enforcement actions or potential litigation under RCW 42.30.110, the presiding official said. The council recessed to a closed session for approximately 25 minutes and returned with no formal action taken.

At the start of the meeting, the presiding official called the roll; Council member Evans, Council member Edwards, Deputy Mayor Randolph, Mayor Millman, Council member Bess Campbell, Council member Arndt and Council member Taylor each indicated they were present. After the Pledge of Allegiance, a motion "to accept the agenda in order and content" was made and seconded, Councilman Taylor asked whether a public comment session was included and was told it was not on this special agenda. The motion was approved, with members responding "Aye."

The presiding official explained the scope of the closed session: it would be used "to discuss with legal counsel representing the agency matters relating to agency enforcement actions or to discuss with legal counsel representing agency litigation or potential litigation to which the agency, the governing body, or member acting in an official capacity is or is likely to become a party," citing the state open-meetings statute. "No formal action is expected to be taken," the presiding official said before the chamber left for closed session.

The meeting returned to open session about 25 minutes later. "Executive session, completed. No formal action taken," the presiding official said. The council then moved and seconded a motion to adjourn and called the vote.

The meeting record does not show any formal votes taken during the executive session itself; the council listed the executive session as the only substantive agenda item for the special meeting and reported no actions or decisions arising from it.
