Fire chief: Colliers returned signed OPM contract for regional emergency communications center

Fire Chief Purcell updated the Municipal Building Committee on June 5 about progress on the regional emergency communications center at Phillips Street. Purcell said the town completed the procurement for an owner’s project manager and has a signed contract from Colliers Construction to begin the OPM role.
"We have a signed contract back from Colliers Construction," Purcell said, and added that project staff are coordinating a kickoff meeting and will notify the committee chair when it is scheduled. Purcell said the work now moves toward selecting an architect and that the project team expects momentum to pick up.
Purcell told the committee the project is funded through the state 9‑1‑1 development grant and that the town is acting as fiduciary. He said reimbursements are expected — "they usually have, 2 week or so turnaround time" — and that the town will not need to front project costs. Purcell estimated initial funding for portions of the work at just under $5 million with additional grant funding anticipated for the remaining technology and construction needs.
Committee members asked about the town’s role and authority; staff clarified the municipal building committee’s role for this project is advisory and that MetroWest (the regional district, referenced by staff) will handle authorizations and payments. The committee did not vote on the communications center at the June 5 meeting.
