Price City Council approves Fremont solar PPA and two engineering contracts, then moves into closed session

The Price City Council on Oct. 8 approved three agenda items — a solar power purchase agreement schedule and two engineering-services agreements — and voted to meet in a closed session to discuss personnel, potential litigation and real-property matters.
The council adopted Resolution No. 2025-22, authorizing the Fremont solar PPA project transaction schedule under the master firm power supply agreement with Utah Associated Municipal Power Systems. City staff member Nick told the council the project "has been anticipated in our resource plan," and the electric committee recommended approval. Council member Jesperson moved to approve the resolution; Council member Miller seconded. The motion passed unanimously as the chair declared the motion carried.
The council also approved a construction engineering services agreement for the Carbon Avenue Canal Crossing. The meeting record lists an estimated total project cost of $2,075,000. City staff member Miles said the project has been part of the city’s resource planning and noted earlier committees reviewed the matter before the council vote. Council member Willis moved to approve the agreement; Council member Chrisman seconded, and the motion carried.
Separately, the council approved an engineering services agreement for Project 9C, the 2025 spring water transmission-line replacement, with Jones and Tuttle Engineering for $1,942,916. The staff presentation stated that amount represents 12.8% of a total project budget listed as $15,200,000, and that the project combines a loan and a grant. Council member Chrisman moved to approve the agreement; Council member Richardson seconded, and the motion carried.
Short procedural items preceded the votes: a short "safety seconds" reminder from Council member Richardson urging drivers to slow and stop for school buses, and a quarterly workplace-safety prize drawing for employees. After the votes the council moved to a closed session. The mayor cited Utah Code Annotated 52-4-205 and read the listed closed-session categories including personnel character/competency/health, pending or reasonably imminent litigation, purchase or sale or lease of real property, deployment of security devices, and investigative proceedings regarding allegations of criminal misconduct.
