At its Aug. 15 meeting the Westborough Finance Committee reviewed the first draft (version 1) of the special town meeting warrant, which the chair said contains 14 articles. Members discussed which articles require presentations, who to invite, and how to schedule liaison appearances before the warrant closes.
The committee identified several warrant items for presentations: fiscal-year adjustments (finance and police), landfill/transfer-station enforcement (potential board of health/finance explanation), water and sewer enterprise items (DPW), stormwater improvements (DPW), community preservation committee appropriations (Article 8), transfer from the Pulte stabilization fund to the Affordable Housing Trust, and a new Article 10 about expanded investment authority for certain town funds (relevant to OPEB).
Committee members agreed to invite relevant department heads or liaisons for those items and to target the front half of the meeting schedule for guest presentations so there is time for committee deliberation later in the calendar. Liaison assignments and volunteers were recorded; Prashant volunteered for planning/insurance topics and others agreed to serve as backups.
Next steps: staff will confirm which articles are gifts versus acquisitions for planning easements, invite department representatives and provide a schedule of meetings ahead of the warrant-closing deadline at the Sept. 24 select board meeting.
