Town finance staff reported at the Aug. 15 Westborough Finance Committee meeting that roughly $10,000 to $20,000 of ARPA funds remain available, and the committee discussed how to allocate the final balance.
Christy Williams said the dog park project is out to bid and that bids were received the week of the meeting; if bids require additional funds staff will return to the committee with specific requests. Williams also said the EDC working-capital grants remain under review and staff will provide updates once the remaining ARPA balance is confirmed.
Committee members recalled that ARPA, ESSER and other one-time funds should be used cautiously: several members warned that using one-time revenue to reduce the tax rate creates a structural gap that must be addressed in future budgets.
Next steps: staff will confirm the exact remaining ARPA balance, review the dog park bids and return to the committee with recommendations for how to allocate remaining funds.
