Westborough trust votes to request unspent ARPA funds to back two subsidy agreements

At its Nov. 14 meeting the Westborough Affordable Housing Trust voted to ask the town to allocate any deallocated ARPA funds as an alternate funding source for two subsidy agreements in progress.
Staff reported roughly $500,000 in unspent American Rescue Plan Act funds that could be reallocated if other town projects cannot contract by Dec. 31. Because ARPA funds must be under contract by year end, trustees agreed to submit a proposal form to request any deallocated funds be reserved to support either or both subsidy agreements for 1830 Lyman Street and 25 Connector Road.
A trustee moved to submit the ARPA proposal form as presented; the motion was seconded and passed unanimously (vote recorded as 7–0 present). The trust then moved to specify the town would be the ARPA funding source for the first executed subsidy agreement (and to reduce prior subsidy allocations by the exact amount of ARPA funds received); that motion also passed unanimously (7–0).
Trust staff and trustees discussed ARPA compliance and reporting requirements, and noted that signature or contract timing must follow the select board and finance procedures before ARPA money is used. Staff said using ARPA to offset previously allocated trust funds would free those allocations for other projects once ARPA funds are formally received and applied.
Next steps: staff will submit the ARPA proposal to the town finance team and follow the AFC and select board process; trustees expect to revisit exact dollar amounts and make a final allocation motion in December if the funds are awarded.
