Westborough planning board approves draft Housing Production Plan for state submission

The Westborough Planning Board voted Nov. 19 to approve the draft Housing Production Plan and authorized submission to the Executive Office of Housing and Livable Communities (EOHLC) for completeness review.
Assistant Town Planner Kristin Belanger summarized the HPP: a housing-needs assessment, demographic trends, recommended housing goals and suggested implementation strategies (including potential zoning districts and municipal sites for affordable housing). The plan had already been approved by the Select Board on Oct. 22. Once submitted to EOHLC, the state has 30 days to determine completeness and 90 days for final action; approval is valid for five years.
Board members noted the HPP improves the town's competitiveness for housing grants and can provide points during funding applications. The board voted to approve and submit the HPP draft for state review.
