Subcommittee adopts LFC recommendation for military base planning; asks staff to brief on impact fund

The Office of Military Base Planning briefed the House Appropriations & Finance subcommittee on its small operating budget and a $12 million nonrecurring request to seed the Military Base Impact Fund, which the Legislature established in January 2025 but has not yet capitalized.
Director Megan Corbett said the fund would finance infrastructure and projects that increase the state—s military value and support host communities—examples include expanded electrical capacity for data centers, water-reuse projects, shared firefighting facilities and joint training sites that would benefit both military installations and local communities.
"A military base impact fund would allow our local communities that host our military bases to start doing some of that work that we know we're going to need," Corbett said, citing examples such as AI data-center readiness and water-scarcity infrastructure.
The Department of Finance and the LFC analysts noted only modest operating differences this year and reiterated that the $12 million special appropriation is informational for today's hearing; specials will be considered again at the Saturday review. The subcommittee adopted the LFC recommendation for the office and requested staff provide a rule and use-case briefing tied to the fund before final appropriation decisions.
The motion to adopt the LFC recommendation passed with no objections.
