West said the commission has been commemorating Dr. King across 17 counties this year and proposed a 15 percent increase in its budget to execute the strategic plan and make youth leadership conferences more accessible statewide. "The commission met as a body and recommended and request a 15% increase in our budget for the coming year," West said. He described plans to use additional funding to hold more in‑person youth leadership conferences in multiple physical locations with hybrid elements to reach rural and urban communities.
Committee members questioned low attendance figures at a recent youth conference (about 36 attendees at one session vs. a stated target of 300) and discussed strategies to increase participation. West and the commission argued that holding events in different counties (for example, Clovis) serves local communities that otherwise would not be able to attend.
The subcommittee accepted testimony without taking final budget action; staff noted the commission’s supplemental or recurring request will be reviewed in forthcoming budget deliberations.
