An unidentified presenter explained the proposal: set aside funds within the electric department to spread extreme peak-energy costs across the utility rather than raising the broad customer rate. Staff indicated an estimate of approximately $1.86 (per customer or rate unit referenced in discussion) as an example of impact in their modeling and said affected funds are intended for wires, transformers and electrical equipment.
The committee is also working on billing system adjustments with the treasurer and utility staff; staff said changes could take effect July 1 depending on formal approvals. Separately, staff said the donation-funded emergency utility assistance program (HEAT) has seen an uptick in need, in part due to a federal government shutdown affecting other benefit programs; donations currently help bridge short-term needs until regular programs resume.
No formal rate increase vote occurred at the workshop; council directed staff to present the purchase-power adjustment on the upcoming agenda for further review and public notice.
