Castle Valley establishes Water Advisory Committee to guide watershed planning

The Castle Valley Town Council voted to create a formal Castle Valley Water Advisory Committee under Ordinance 2025-1, a body the council said will advise on watershed protection and implementation of the town's water management plan.
Speaker 2 moved to adopt the ordinance, Speaker 1 seconded and the motion carried. The ordinance, as discussed and amended in the meeting, calls for a five-member committee with a council member liaison, a planning commission appointee and public representatives; the council also discussed advertising for members and timing for appointments. Speaker 2 read proposed whereas clauses emphasizing that the water-management plan is a "living document requiring periodic provision" and recommended inclusion of that plan in the ordinance language.
Council members debated meeting times and open-meetings requirements. Legal guidance in the discussion noted that a committee created as a subset of local government is subject to the Open and Public Meetings Act and cannot meet informally off the record once appointed. The water agent role was described in the ordinance as providing clerical support and participation; Speaker 6 said the water agent would attend meetings but did not expect to be a committee member while performing the agent role.
Councilors agreed to advertise committee positions immediately and to seek appointments at the December council meeting so the WACC could begin work early in the new year. The ordinance passed by voice vote.
