Bedford councilors discussed whether to delay replacement of heavy DPW vehicles to preserve capital funds for building repairs and other facility needs.
Councilor Besske reviewed the vehicle replacement timeline in the CIP and noted that last year’s capital request totaled about $2.6 million, which included roughly $570,000 for two trucks. She urged examining ways to extend vehicle life—improved storage, undercoating, more frequent maintenance, and a standard operating procedure for active use—to reduce near‑term capital asks. "Could we...take better care of [the vehicles] to delay buying a new vehicle because I've got a roof that needs to be replaced?" she asked.
Councilors and DPW leadership cautioned that replacement timing must account for safety and heavy salt use that accelerates corrosion. Mr. Foote, the DPW director, and others discussed the difficulty of obtaining multiple bids for specialized vehicles and the limited auction resale value of outfitted trucks, which can depress recovery at disposal.
Next steps: staff and department heads will be asked to research best practices used by comparable towns, produce SOP recommendations that might extend life by one or two years, and model the net fiscal impact (additional operating maintenance vs. capital savings) for council consideration during budget preparation.
