Commissioners approve road-mile certification, festival license and other routine items; public works reports on potholes and maintenance

Public Works Director Tom Bowling presented the annual certification of public road miles maintained by Nye County for calendar year 2024 (9,035.76 centerline miles) to comply with NRS reporting required for state transportation funding; the board voted to submit the results to the Nevada Department of Transportation (5-0). Bowling explained the difference among paved miles (~1,300), unpaved maintained miles (~1,700), and the broader inventory of unpaved miles that the county maintains to ensure emergency access, and he noted the roadside dataset is very large and available on request.
The board also approved an outdoor festival license for PDOP Pumpkin Days (Oct. 23—19, 2025 at Ian Deutsch Memorial Park) and took a motion to issue the license to the organizing body rather than an individual name on the license form.
Commissioners ratified three BISSELL Pet Foundation grant reimbursements for the animal shelter and delegated authority to the animal shelter manager to accept similar future grants; the board also accepted two donated search-and-rescue vehicles for the sheriff's department.
Assistant Public Works staff reported 58 maintenance requests last month (mainly potholes), progress on crack sealing and patching across districts, and constraints that affect patch longevity, including cold weather and deeper roadbed failures that require reclamation rather than spot patching. Commissioners discussed improved patching practices, equipment limitations, and thanked crews for work on senior-center parking-lot repairs in Tonopah.
Votes recorded included the road-mileage certification (5-0), the festival license (5-0), the BISSELL ratification/delegation (5-0), acceptance of donated search-and-rescue vehicles (5-0) and the lot-split waiver (5-0). Several consent items were approved with disclosures; the county clerk reported staffing shortages contributing to a backlog in producing minutes.
