Pahrump adopts short-term rental licensing and room-tax rules after public debate

The Nye County Board of Commissioners adopted a Town of Pahrump ordinance on July 15 requiring registration, licensing and collection of room taxes for short-term vacation rentals.
Residents raised concerns during the hearing about code-enforcement capacity, who would respond to complaints, local contact requirements and whether revenues would stay in town. Caller Beth Borisiewicz asked whether the ordinance was intended primarily to raise revenue or to address neighborhood problems; she urged strong "good neighbor" policies and clear complaint procedures.
Staff and the drafting team told the Board the ordinance contains enforcement provisions handled by code compliance, that applicants must provide a local contact and that septic/well capacity will be reviewed via engineering certification as part of the registration. The DA and staff reviewed multiple drafts before the Board acted.
Commissioner motions approved the ordinance (Town Bill 2025-02) with an effective date listed in the adopted text; the Board also adopted a fee schedule (Resolution 2025-01) to accompany the licensing program. The ordinance requires applicants to submit septic/well engineering certification when applicable, sets quiet-hour rules and establishes a complaint/appeals process.
