Committee tables bill to reimburse Charleston for taxes lost to Mountain View Correctional Facility

Representative Steve Foster, sponsor of LD 19 31, told the Joint Standing Committee on Taxation that Charleston had experienced significant property‑tax loss related to the Mountain View Correctional Facility’s tax‑exempt status and that the bill would reimburse the town for 43% of the lost revenue. Foster described past direction to the Department of Corrections (DOC) from a criminal‑justice committee and a November site meeting involving DOC staff, state economic development officials and Charleston select‑board members.
Foster asked the committee to hold the bill in order to allow DOC and town officials to pursue the follow‑up meeting promised after the November session. "I would be asking the committee today to, hold LD 19 31 over for further action until that meeting was held," he said.
Committee members expressed support for the sponsor’s attempt to resolve the matter cooperatively and moved to table LD 19 31 until the end of the month. Representative Shelley Rudnicki made the motion; Representative Swallow seconded. The chair called for those in favor and the motion to table carried unanimously among members present. The committee agreed to take up the bill again at the end of the month and requested an update from the sponsor at that time.
The committee did not vote on the substance of the reimbursement proposal at this meeting; Foster told members he did not plan to carry the bill again in the next year if it could not be resolved.
