Council reports LLC plan to manage Sherwood Hills open space with Cache County

Council members told residents on Oct. 15 that the city and Cache County are moving to form an LLC—provisionally named "Wellsville Cache Open Space LLC"—to manage Sherwood Hills as open space.
A council member said the current title is in Cache County’s name and that the plan is to transfer roughly 40% of the parcel to Wellsville before donating both governments’ parcels to the LLC; the LLC would have two managers (one appointed by Cache County and one by Wellsville) and could report periodically to both councils.
Council members said they expect an easement restricting uses to low-impact recreation (hiking, biking, horseback riding, cross-country skiing and snowshoeing) and generally excluding permanent buildings such as restroom facilities to preserve a wilderness experience. The council said the LLC paperwork was expected to be complete in the near term and that staff would return with details when available.
