Wellsville council accepts low bid for 900 East waterline extension to boost fire flow

The Wellsville City Council voted on Oct. 15 to award the 900 East waterline extension contract to Jersey Excavation, the low bidder at $271,000, to improve water pressure and fire flow in the city’s commercial area.
Scott, the city staff member who presented the project, said the work includes boring under active railroad tracks, installing pipe along 900 East and 400 North and connecting to an existing 8-inch main. He told the council that the engineer’s cost estimate was about $314,000 and that bids ranged higher, but the project team felt comfortable recommending Jersey Excavation because multiple bids clustered near the low figure.
Scott said the largest permitting obstacle will be securing railroad approval because the contractor must be in place before the railroad application can proceed. Council members confirmed the project will require bonding and standard paperwork to protect the city and the contractor.
A council member moved to accept Jersey Excavation’s bid (motion at SEG 302); the motion was seconded and carried. Work is expected to proceed this fall subject to railroad permitting and contract completion.
