City officials used the meeting to relay several community notices and infrastructure updates. Mister Moore announced Greenville's trick-or-treat is scheduled for Sunday, Oct. 26, from 6:00 to 8:00 p.m., with a parade and costume contest downtown; he also reminded residents of the Veterans Day parade on Nov. 11 at 11:00 and promoted the United Way winter food drive and the availability of 'no soliciting' signs at city offices.
Safety Service Director Mister Delf briefed council on multiple public-works projects: the water-tank repair project at the water plant should finish this week with a final walkthrough Thursday; the tanks were repainted gray to limit algae growth; Phase 3 sidewalk work is nearly complete and staff will coordinate Phase 4 (East 3rd–5th, East 4th) to avoid replacing sidewalks that might be torn up later when lead-service-line work proceeds. Delf also said crews will begin paving prep and water-line replacement pre-construction meetings this week, and that staff will provide start dates at the next council meeting.
Council members thanked staff for arranging and donating 'no soliciting' signs and welcomed new residents who attended the meeting.
