Staff said the property was metered at 4 acre-feet for the quarter in question and the applicants requested billing be based on a 0.5 acre-foot minimum instead, producing a fee difference of $438.75; the Bowers had provided an invoice from Hanson Do Well Service for repairs.
Board members and staff noted the agency currently has no written leak-relief policy. One director said some neighboring agencies provide guidance while others lack authority to give relief and recommended codifying a policy so decisions are consistent rather than personality-driven. Board members asked for additional information, including how the site uses water on the 14-acre parcel and whether destroyed wells affected the accounting.
After discussion the board decided to table the request and ask the Bowers to appear in person and provide additional details. Directors also agreed that staff should form or convene an ad hoc meter-compliance committee to address outstanding meter installation noncompliance and to draft a leak-relief policy for board consideration.
No fee waiver or adjustment was approved at the meeting; the account remained unpaid and the board requested follow-up and more documentation before taking formal action.
