The proposed cost for quadrant 3 appeared in the packet as roughly $217,690 (vendor line items include field data collection and manhole inspection). Councilors pressed staff on the scope, the number of on‑site personnel and days, alternatives such as subscription LiDAR services (e.g., Nearmap), intern or in‑house collection, training and long‑term maintenance costs and whether the city was contractually obligated to continue with the incumbent vendor.
Staff said the contractor would begin in December if approved and expected data and reporting in January–March. Several councilors expressed support for completing the mapping quickly for utility‑management benefits; others wanted clearer deliverables and a comparison of make‑vs‑buy options and staffing implications.
On a motion to table and request more information, the council voted to table the quadrant 3 award so staff could return with samples of existing deliverables, a breakdown of the scope, and alternatives (including potential in‑house or academic partnerships) at the next meeting.
