A repeal of a prior act relating to Smith Lake development in Cullman County became the session’s longest single-item floor debate. The member carrying the repeal explained she and Senator Gudger heard repeated objections from residents who did not want annexation into the city of Cullman or a large resort project, and therefore sought to repeal the earlier authorization.
Colleagues pressed the sponsor for specifics: whether there had been town-hall outreach before the original bill; who the developer was; the expected scale of population and economic impact; and potential water-quality and public-safety implications. Several representatives said the body rarely repealed recently passed laws and asked the sponsor to be fully prepared with constituent evidence; the sponsor said the law was passed when the seat was vacant and the local voice had since changed.
Opponents argued repeal could preclude economic development and job creation and asked whether the repeal reflected the wishes of a small group rather than the majority. Supporters said their outreach indicated an overwhelming local desire against annexation and development in that area.
After an extended exchange between multiple members, the House voted to repeal the prior act affecting Smith Lake.
