Fulshear updates Eagle Landing Park timeline and secures territory to form a Fulshear Little League

Commissioners and residents raised concerns about field conditions after the opening, describing ruts and uneven surfaces that could cause injuries and complicate wheelchair access. Several members asked whether initial establishment responsibilities (grading, establishing turf) were part of the builder’s or operator’s duties; staff said Adrian Lopez and on‑site personnel are overseeing settlement and daily checks, and that further coordination with HTX is ongoing to clarify the split between establishment and maintenance responsibilities.
The commission discussed Primrose Park and a proposed Fulshear Little League. Staff read guidance from the city attorney citing Local Government Code §171.004 and advised commissioners who help form a Little League to evaluate whether a "substantial interest" would arise. Organizers said the league will be established as a nonprofit with no compensation for volunteers, and therefore they do not expect an immediate conflict; they asked the commission to recruit about 15 people for a founding committee and to proceed with nonprofit paperwork.
Speakers said Katy American agreed to grant territory that includes Cross Creek Ranch and neighboring areas, allowing Fulshear organizers to proceed; commissioners noted Brazos Little League declined to cede certain areas and emphasized that parents ultimately will choose where their children play. The league’s organizers said they plan to focus initially on ages 4–7 to avoid pulling older players from existing organizations.
On broader project timing, staff said phase‑3 design will hit about 90% in late January or early February, with procurement this spring and a one‑year build target that would aim for completion in 2027. Commissioners asked staff to present the 90% design at the January meeting for feedback.
The commission tabled appointments of chairperson and vice chairperson until January and adjourned after a motion and a voice vote.
