Commission adopts annexation and three ordinances, including East College special exceptions

The City Commission took several formal actions on Aug. 18, 2025.
Land use and zoning for 146 Scott Boulevard: The commission moved to adopt ordinance O-25-Z-AA (land-use designation amendment to Low Density Residential) and ordinance O-25-Z-BB (zoning reclassification to R-60, single-family) for the parcel adjacent to the Venetian Pool property. Roll-call votes were recorded; both ordinances were adopted.
Annexation of 146 Scott Boulevard: After staff confirmed required County notifications and contiguity requirements, the commission adopted ordinance O-25-XX to annex parcel ID 1524404001 (146 Scott Boulevard) into the City of Decatur. Staff noted the annexation process followed the state's 100% annexation procedure and that DeKalb County raised no objections within the statutory notice period.
541 East College Ave (Cafe Racer): The commission adopted ordinance O-25-Z-CC granting two special exceptions for the Cafe Racer proposal (increase maximum parking from 19 to 30 spaces and lower the minimum building height to 17 feet) and amended the ordinance to add a DDA-recommended condition that approved exterior/site plans be "substantially similar" to the exhibits presented to the DDA and commission. The amendment clarifies that interior layout remains subject to later refinement during permitting.
Other actions: The commission confirmed the Aug. 4 executive-session minutes by resolution and reappointed Belinda Seeps (resident commissioner) for 10/01/2025–09/30/2026 and Teneal Bailey for 10/01/2025–09/30/2030 to the Decatur Housing Authority board. The meeting adjourned at 9:14 p.m.
