The Fulshear Planning & Zoning Commission recommended approval of a specific-use permit to allow a two-building assisted-living and memory-care facility at 7514 Dixon Road.
Applicant Edwin Baramante described the project as two residential-style homes for seniors impacted by dementia and other care needs, with an initial phase of two 16-resident homes. He said the staffing plan will aim for roughly three caregivers per home during daytime hours and two overnight caregivers per home; additional staff (cook, manager) are expected but state law does not prescribe a specific caregiver-to-resident ratio.
Commissioners asked staff and the applicant about traffic circulation and emergency access; staff said the site will be reviewed by the fire marshal for required fire lanes and turning radii and that preliminary review did not raise concerns about ambulance or police access. Landscaping and buffering requirements will be examined through the downtown-district SUP review; staff said detention must meet CDO standards and on-site detention is expected where required.
Commissioner Dowdall moved and Commissioner Amond seconded to recommend approval of Ordinance 2026-1522 granting the SUP for an assisted-living center at the Dixon Road address; the motion carried by voice vote.
