Mayor Ryan Shirley opened the meeting and led the council through presentations and proclamations before the council moved to approve a consent agenda and then a sequence of contract awards and renewals. "They are willing to honor the bid that they gave us several months ago in the amount of $77,533," a city staff member said about Dalton Landscape LLC, which the council approved to perform the sidewalk repairs.

The council also approved a resolution to apply for Georgia Department of Transportation Local Road Assistance funds (the city was allotted $248,182.20) to address resurfacing and repairs in several neighborhoods, and it authorized several bond and agreement actions required for ongoing development projects.
Insurance renewals approved included property and liability coverage with the Georgia Interlocal Risk Management Agency (GIRMA) — a 14.6% net premium increase driven by added property values such as a new parking deck — pollution liability coverage (limits noted), off-duty liability for officers, excess crime coverage, terrorism and sabotage coverage (Hiscox), and an excess cyber liability policy with Tokyo Marine that raised limits while reducing premium.
Council vote records in the meeting transcript show unanimous approval for the motions recorded as "Motion carries 5 0" on each item. The meeting ended after routine reports were declined and an adjournment motion passed.
The council also readopted a nondiscrimination agreement with the Georgia Department of Transportation required for certification processes and approved a bond release for a local office complex.
