Staff said civil designs for Sonoma 1 may have been overdesigned for flow rate but downstream erosion and changes to adjacent parcels remain a concern. The developer has offered to pursue off‑site improvements to reduce downstream impacts; staff will evaluate such measures as part of the annexation and permitting process.
Council and staff discussed the potential for a countywide drainage master plan to address broader basin issues between U.S. 16 South and State Highway 87 South, noting that such a plan would be a multiyear effort. Staff estimated a planning timeline of better than a year, with rough cost estimates ranging from about $250,000 to more depending on scope; city and county cooperation and external funding sources would likely be required.
Staff said they will return with more technical details at the forthcoming council meeting and a separate community meeting to discuss drainage and traffic analyses.
