Frisco schedules stormwater hearing, approves water, sewer and fee updates including 9% water and 15% sewer increases

On Sept. 16 the Frisco City Council set a public hearing for stormwater drainage fee adjustments on Dec. 2, 2025, and approved an ordinance updating the city's comprehensive fee schedule covering water, sewer, environmental services, fire/EMS, development, parks and library fees.
Brett Petersen (budget strategic planning manager) explained that the North Texas Municipal Water District’s capital needs and regional debt service are driving a portion of the increases. Staff cited proposed FY26 utility adjustments that include a 9% water increase and a 15% sewer increase largely passed through from the regional water district; staff said those adjustments are necessary to support planned expansions at the Panther Creek and Stewart Creek wastewater treatment plants and new transmission costs. He also noted the proposed addition of 7.5 full-time equivalents (FTE) to the utility fund and about $590,000 in new and replacement capital.
Environmental services staff proposed a 5% increase in residential solid-waste collection fees (an increase of $1 per month for residential accounts). Fire/EMS staff proposed a 15% increase in emergency medical services charges (last adjusted in 2016), and library and parks fees will be adjusted per a prior cost-of-service study.
Council voted to approve the fee-ordinance updates (Item 31) on a motion; the motion passed 5-0. The council also directed staff to schedule the statutorily required public hearing on stormwater on Dec. 2 so the council may consider that specific fee change before final adoption.
Implementation timing and customer notices were not finalized on the Sept. 16 record; staff presented a regional bill comparison in the agenda packet and offered to answer follow-up questions.
